Emerging technologies may provide new benefits and new challenges for governing technology (Hovenkamp, 2017; Lee, Zankl, & Chang, 2016).  David and McNutt (2019) discuss the possibilities that technology can play in developing smart cities.  Flavián, Ibáñez-Sánchez, and Orús (2019) detail the stages of virtual reality experiences in digital transformation.  Hecht, Kratzert, and Bengler (2020) study enhancements in interfaces for autonomous vehicles to consider non driving related activities.  Lee et al. (2016) describe and compare international data privacy protection regulations.  Jun (2018) provides several examples of government projects by different countries that implement blockchain technologies.  Hovenkamp (2017) describe the challenges in measuring market power with digital technology and the digital revolution.

Information technology may receive an impact from new views on competition law (Cass, 2013).  Cass (2013) describes the speed at changing consumer tastes, scale of technology economy, and the investment in innovation as components that allow for companies to dominate in the information technology industry.  Lundqvist, Forsberg, Vries, and Maggiolino (2015) highlight how open data initiatives have been successful and suggest clarity with the interface of open data initiatives and competition law.  Janssen (2019) simulate dominance in search markets and model consumer beliefs and search costs for vertical business to business contracts.  Tamburri (2019) explains how more regulation is necessary in the growing age of big data and threats to consumer privacy.
